Ballu (Sanjay Dutt), a notorious, cunning, and unscrupulous criminal who's wanted by the police for a plethora of murders and thefts. Bright and ambitious Inspector Ram (Jackie Shroff) finally arrests him, only to have Ballu escape right under his nose.
